We have a partial preset that you can use, you will just need to manually enter the other settings each time you re-encode video files. 

IMPORTANT: This preset has been tested with Handbrake version 1.3.3. Later versions may not import the preset at all.

The attached plist file here is the preset to import.
The screenshot below shows you what settings under the filter tab need to be modified

Enter the string below into the 'Extra Options' section of the 'Video' tab
